Romain Lemaire has been an expert in Public Law for 15 years, during which he has gained an extensive experience both in legal advice and litigation in the fields of environmental Law, Town planning and Land management Law. He holds a certificate of specialization in environmental law issued by the Conseil National des Barreaux. His areas of expertise cover all legal issues relating to environmental and energy transitions, as well as public real estate.

He assists businesses, administrations and major public bodies in town and country planning and economic development projects and as developped a recognized expertise in innovative sustainable energy projects and in the recycling industry. His activity includes regulation of high environmental impact activities, curbing of industrial (GHG) emissions, integrating natural and technological risks, and biodiversity and natural resources conservation.

Romain Lemaire advises and represents his clients on classified activities (including industrial establishments, waste management, water use or protected species), planning permits (building or development permits, as well as issues of expropriation, public-access buildings or public heritage estate) – and more generally any public planning tools.

Romain holds a Master’s Degree in Environmental Law from Strasbourg University and graduated from the Public Business Law Institute (Université de Seaux, Paris-Saclay). He started his career with a leading Parisian Environmental and Public Business Law firms (Huglo Lepage Avocats from 2012-2017 and Amos Avocats from 2018 until 2023) Before joining Squair in 2023.
