Global contracts and public procurement

In the field of public procurement, global contracts represent a departure from the principle of lotting, which has been enshrined in the Public Procurement Code since 2019. In 2026, their appeal is growing as public buyers seek to optimize life-cycle costs and accelerate the delivery of complex projects, particularly in the energy, digital infrastructure, and public building energy renovation sectors.
